Will keep asking you to download chrome

When clicking on URLs, it asks which browser you want to use (Chrome or Safari). Even though I keep saying dont ask anymore and selecting Safari, and I dont have Chrome installed, it still asks me this same question every time, even when clicking different links in the same email.
